STEP internally always uses millimetres. The source unit is only used to convert STL coordinates into mm.

📖 NOTES

1. STL is a triangle mesh — the STEP output is still a B-rep made of planar triangular faces, not a parametric solid or smooth surface.
2. When the mesh is closed (no boundary edges) the output is CLOSED_SHELL + MANIFOLD_SOLID_BREP (importable as a solid).
3. For open meshes the tool exports OPEN_SHELL + surface model; repair the mesh (e.g. MeshLab) first if you need a solid.
4. Above ~20k triangles the tool switches to POLY_LOOP mode, which is roughly 1/3 of the B-rep file size.
